Foundation-only skeleton for the dsh-wsr-execution bundle. The DSH display identity is WSR.

This development version activates no Delivery inventory, status view, Action presentation, Provider, or domain behavior. Those surfaces remain owned by their Wave 7 issues and formal owner APIs.
