私有 JSON：/profiles/web/plugins-data/dsh-tools.json（首次修改时自动生成，写入前自动备份 .bak）。结构为 { "features": { "": true|false }, "featureConfig": { "": {...} } }：缺失的 key 一律回落到功能默认值（带默认配置的功能，其 featureConfig 在读取时自动与模块 defaultConfig 合并）。
