maxRecallChars6000召回正文字符预算，配置下限 256，上限 100000；不包含工具说明和元数据
captureExplicitRequeststrue是否识别“记住：……”等明确保存请求
quarantinePersonalDatatrue邮箱、手机号、身份证号是否必须人工批准
