启动自报账本：web 启动时把「本进程加载了哪些插件构建」落一行到 <DSH_HOME>/plugin-boot.jsonl，一条命令判全生态「构建是否生效」（治 §5.11 规则 6 的生态级盲区）；含第三方插件一档（profile 依赖 + dsh.profile.bundles，§5.23）适合运维/CI 监控场景，需允许写入 plugin-boot 日志并检查启动后的状态行

扫描根 buildRoots(home, cwd) = [/../self-plugins, /self-plugins, /self-plugins]——与 dsh-agent-plugin-manager 同源约定（DSH_HOME 的上一级即工作区）。
