dsh-timer-task

DSH plugin: agent-schedulable recurring timer tasks with veto. When a task fires, the owning session (or its blocking subagent) is prompted and may veto (timer_veto tool or marker file); the command runs only when nobody vetoes. 适合无人值守重复操作场景；任务文件与 veto 目录需可写，需处理好空闲窗口与提示策略。
