The service plugin takes an optional { defaultRouter?, defaultAgentBudget?, defaultStrongModelBudget? } config. Router and profile providers register into the service; resolveRoute(features) prefers the configured router, falls back to the sole registered router, and otherwise returns the conservative default (strong verification, no escalation). createRun seeds each new run with research/budget-reserved events for both tiers: defaultAgentBudget tokens for the agent tier (default DEFAULT_AGENT_BUDGET = 100,000) and defaultStrongModelBudget tokens for the strong-model tier (default DEFAULT_STRONG_MODEL_BUDGET = 10,000), so a fresh run always has positive budgets before its first delegation.
