A dock chip (or the sidebar entry) opens a floating popover panel; notes are auto-persisted (browser localStorage + host file, so nothing is lost across restarts or port changes) and the panel closes on an outside click. One click sends a note (or merges several) into the current conversation — or forwards it into any chosen conversation — through the queue channel: when the target agent is busy the message is queued and processed after the running turn. Destructive clears are guarded by an in-panel confirm.
