DSH Web 插件：把右侧栏的默认宽度从「半屏（视口的 45%）」改成一个更合理的比例，同时保留拖拽调宽的能力。DSH 本身不持久化右栏宽度（layout store 的 rightbar 初值是 null），所以每次刷新都回到 45%；本插件在右栏首次打开前把初值置为配置的比例，之后用户的拖拽照常生效，且拖过的宽度会被记住。
