Configuration
Config is schemastery-typed (mirroring the git-worktree tools' convention):

Each apply(ctx, config) call registers the Sleep tool into ctx.tools. Requires a loaded ctx.tools; the plugin stays pending until inject: ['tools'] is satisfied.
