Configuration

Read per request, so editing a file takes effect without a server restart.

Resolution order per value:

1. an environment variable (WORKBOARD_*)
2. this package's .env (beside index.js, git-ignored — copy .env.example)
3. $WORKBOARD_ENV_FILE, when you point it at an env file you already manage
4. ~/.dsh/workboard.json
5. a built-in default
